You're probably right, but it's fun to speculate anyway. ;)
Okay, I had to re-watch that scene just now, and Karofsky looks more like he's checking out Finn than Rachel, after he's looking at Rachel's outfit (which he does with a look that has a hint of almost disgust and disbelief) he delivers the "gay guys always get the hottest chicks" line where he totally checks Finn out as he's saying it. That has to be on purpose. Now I need to rewatch and overanalyse every single scene with him in s2. XD
